YoungStar Trainings to Begin – More Q&A Sessions Added

When YoungStar was approved on June 23, $1.5 million was allocated for immediate training and technical assistance activities in 12 select counties throughout the state. These extra trainings are designed to prepare the early childhood workforce for the start of YoungStar, Wisconsin’s child care quality rating and improvement system.

To learn more about what training and technical assistance will be available- and where– attend a Q&A Session hosted by DCF. Secretary Reggie Bicha has been traveling across the state and meeting with child care providers to announce this array of NEW YoungStar Trainings. New locations were just added and include:

YoungStar Trainings to Begin – Attend a Q&A Near You!

When YoungStar was approved on June 23, the bi-partisan Joint Committee on Finance approved $5.6 million to be immediately provided to the Department of Children and Families (DCF) for a variety of services. Within this $5.6 million, $1.5 million was allocated for immediate training and technical assistance activities in 12 select counties throughout the state. These extra trainings are designed to prepare the early childhood workforce for the start of the full YoungStar program in late 2010 or early 2011. Immediate training/technical assistance will be on a variety of topics including: WMELS (WI Model Early Learning Standards), SEFEL (Social and Emotional Foundations for Early Learning) pyramid model, accreditation support, health & safety, and business practices.

WECA discusses YoungStar on “For the Record”

Wisconsin Early Childhood Association’s executive director Ruth Schmidt joined Department of Children and Families secretary Reggie Bicha on For the Record this weekend. The interview comes at an important time as the future of YoungStar is currently being discussed in the legislature. The Joint Finance Committee- the group responsible for deciding whether or not the system will be funded- will hold a meeting on YoungStar on Wednesday June 23 at 10am.

Milwaukee Child Care Summit Announced

The Unity Caucus and Senator Lena Taylor (D-Milwaukee) recently announced a child care summit in part to address concerns that the child care community has raised in response to changes in background checks, Wisconsin Shares, and quality ratings. According to a press release sent from Senator Taylor’s office:

“The summit will offer advice ranging from how to open a day care center to questions about receiving micro-loans. In addition, information about Wisconsin Act 76, the recent changes to the Wisconsin Shaves Program, will be shared and discussed…The event seeks to teach individuals the inner workings of an audit and what one must do during the procedure. Questions will also be answered about any possible issues or concerns one might have about child care centers and how to use the proposed YoungStar system.”

Experts will be available to answer questions and will include Secretary Reggie Bicha, Joyce Mallory (executive director of the Malaika Early Learning Center), a representative of Jo’s Daycare Academy, and attorney Felicia Miller Watson.

The summit will take place on Saturday February 27th between 9 am and 1 pm at the Greater New Birth Church, 2207 West Center Street. For more information, you can contact Senator Taylor at 608.266.5810.

The Wisconsin Department of Children and Families (DCF) has declared that they will be traveling across the state to hold special local announcements for the proposed Quality Rating and Improvement System, YoungStar. The first two of these events are being held today in Janesville and Beloit.

Next Monday, February 1st, the Wisconsin Department of Children and Families (DCF) invites YOU to join them at a special announcement for Wisconsin’s proposed Quality Rating and Improvement System, YoungStar. Two events will take place- one in Janesville and one in Beloit- and each will feature DCF Secretary Reggie Bicha.

Join State Representative and Speaker of the House Mike Sheridan along with DCF at the 10:30 am Janesville event at KinderCare, 3327 East Milwaukee Street, Janesville. The Beloit event will take place at 2:30 pm at the Child and Family Head Start Center, 1221 Henry Avenue, Beloit.

Free Public Forum in Milwaukee: Child Care Fraud Issues

Tomorrow, Thursday November 12th at noon, the 4th Street Forum will be a hosting a live discussion on fraud within the Wisconsin Shares subsidy program and the impact on children. “But What About the Kids? Wisconsin’s Day Care Scandals,” is free, open to the public, and will air on television on Friday November 13th at 10 pm and Sunday November 15th at 9 am on Channel 10.1, Milwaukee Public Television. The forum will feature DCF Secretary Reggie Bicha, Educare Center director Carol Howard, director of Early Childhood Education for Milwaukee Public Schools Ann Terrell, and MATC professor Douglas Udell. If you can’t attend the discussion, or don’t have access to Milwaukee Public Television, the forum will be available at www.mptv.org on Monday November 16th.

DCF Secretary Testifies before Legislators in Response to Fraud

On Tuesday September 29, Wisconsin Department of Children and Families Secretary, Reggie Bicha, appeared before the Joint Finance Committee to discuss fraud within the Wisconsin Shares child-care subsidy program. Before fielding questions from legislators, Secretary Bicha discussed the steps his department has taken, and will be taking, to stop and prevent fraud. Read his testimony here. Despite criticism, the department indicates it has made great strides in stopping fraud since it was created 14 months ago. Here’s just a glimpse of what is currently being done:

-DCF has revoked more than 100 child care licenses in the past year. This number is more than double last year’s number.
-Because of recent legislative changes supported by DCF, they can now suspend Shares payments to any provider that they reasonably suspect is committing fraud. In the two weeks that DCF has had this ability, 69 providers have had their Shares payments suspended. See the complete list, and updated suspensions, here.
-DCF has hired a 5 person Fraud Detection and Investigation Unit to focus statewide on fraud.
-DCF has contracted with a private investigation firm-one that specializes in public assistance fraud.
-A Shares fraud hotline has been created (1.877.302.FRAUD). You can also report suspected fraud online, via email, or through the mail.
-DCF has created a system that detects suspicious behavior that could indicate fraud by providers.
-The department is working with legislators to create and pass laws that prevent fraud and hold providers accountable for their actions.

While investigating, DCF has found that 95% of suspected fraud cases are in Milwaukee County and that Milwaukee County officials did not spend all of the money allocated to them to run the Shares program. Many have argued that this money could have been used for more fraud oversight and investigations (Read Milwaukee County Executive Scott Walker’s response here). Therefore, in addition to the efforts listed above, several efforts will be focused only on Milwaukee County. The State will be taking over Milwaukee County’s child care administration and program integrity efforts beginning January 1, 2010. The Child Care Anti-Fraud task force- composed of partners like the DCF, the Milwaukee County District Attorney’s Office, the Department of Justice’s Division of Criminal Investigation, the Federal Bureau of Investigation, the Milwaukee Police Department, the Milwaukee County Sheriff’s Office, and the U.S. attorney’s office- will start their efforts in Milwaukee County (read more here). DCF is also adding ten new licensors to the Southern Region, who will have smaller case loads and will focus on monitoring providers with licensing violations.
